The regulations were welcomed by consumer advocacy groups but might be a blow for major providers. Under the rules, operators would not be able to discriminate on how they handled Internet content or applications on their networks and would have to make their network management practices clear to their customers.
Advocates of the policy, called net neutrality, say service providers must be barred from blocking or slowing Internet traffic on the basis of the content being sent or downloaded."
